Free browser city builders with no pay-to-win
Reviewed: 9 September 2026
The short answer
Almost every free browser city-builder says it is not pay-to-win. The claim is unfalsifiable as written, because nobody agrees on what winning means in a game with no end.
A more useful question is narrow and checkable: can money buy something a non-paying player cannot eventually reach? Below are four checks that answer it in about ten minutes, before you have invested enough time to feel committed.
What does pay-to-win actually mean in a builder?
In a game with no win condition, pay-to-win means one of two specific things: money buys power a free player can never reach, or money buys a ranked position rather than the play that earns it. Everything else people call pay-to-win is really pay-to-skip, which is a different complaint and a much smaller one.
That distinction matters because pay-to-skip is how almost every free builder funds itself, including the fair ones. A speed-up that saves you four hours of waiting is selling you time. A permanent multiplier that no amount of play can match is selling you an advantage. The first is a business model. The second is the thing you are actually trying to avoid.
Four checks you can run in ten minutes
1. Open the shop before you play anything
Read the list of what the premium currency buys. If it includes resources, production multipliers, or anything described as permanent, the ceiling for a paying player is higher than yours. If it is cosmetics, storage, automation and time, it is not.
2. Find out whether the premium currency is earnable
A game where the premium currency drops from ordinary play, achievements or login streaks has decided that a patient free player should reach the same place. A game where it is purchase-only has decided otherwise. Neither is dishonest, but only one of them is answering your question the way you want.
3. Ask what happens when you stop logging in
This is the check most people skip and the one that decides whether you are still playing in three months. If other players can take what you built or what you have not collected, then protection has value, and anything sold that reduces that risk is being sold against a threat the game manufactured. If nothing can be lost, that entire category of purchase cannot exist.
4. Look at the top of the leaderboard
Most games show you their rankings before you sign up. If the boards measure things money can buy, the top is a spending list. If they measure things that take play, such as achievements earned or cities developed, the top is a play list. Read what the board is actually counting, not what it is called.
What a fair one looks like
- The premium currency is earnable through play as well as purchasable, so patience is a real substitute for money.
- Purchasable power, if it exists at all, is capped, so it accelerates progress rather than exceeding what play reaches.
- The shop leans on cosmetics and automation, both of which change your experience without changing your standing against anyone else.
- Ranked progress is not for sale, and the publisher will say so in plain language rather than in a slogan.
- Nothing another player does can remove what you have built, so no purchase can be sold to you as protection.
Where Nandonia sits on each of these
We built this list around our own design rules, so treat it as a disclosure rather than a recommendation, and run the four checks above on us as readily as on anyone else. That includes the part below that does not flatter us: two of our leaderboards can be advanced with money, and a page that claimed otherwise would fail its own check three.
- Gold is earnable: 97 achievements pay 945 Gold over the life of an account, and a daily login streak pays more. Both are capped and non-repeating, so Gold cannot be farmed, and nothing else in the game creates it.
- Gold buys cosmetics, convenience and automation, merge insurance, and land claims and merges. It can never mint resources, it can never buy Cultural Influence, and no gold purchase resolves by a random roll.
- Diamonds, the premium in-game resource, are earned by playing and traded between players for Gold. The power they fund is hard capped: it accelerates, it never exceeds.
- There is no combat, so nothing you build can be taken or destroyed, so there is nothing to sell you as protection.
- Two of the 10 leaderboards CAN be advanced with money, and we would rather say so than let you find out. Land claims and merges are purchasable, and they feed Land Ownership and Merge Masters. Those two are patron boards on purpose: prestige ladders for people funding the game, presented so nobody mistakes them for boards won by play.
- The other 8 are the firewall. City development, city and empire cultural influence, achievements, envoy levels, players welcomed and lore fragments discovered cannot be advanced with money at all.
